Hydro Diplomacy as an Instrument of Peace

The President of Global Diplomacy Leadership, Dr. Denisse Morales, participated as a panelist in the analysis table: Water for Peace, on March 20, 2024, in the Emilio Rosenblueth Seminar Room, at the Institute of Engineering at CU, as part of the Activities that take place on the occasion of the University Water Festival of the UNAM, the highest house of studies in Mexico.


In her presentation entitled "Diplomacy for the resolution of water conflicts", Dr. Denisse Morales developed various topics, pointing out that the importance of water lies in the very survival of human beings and the environment.


In turn, Dr. Morales explained that water, being a strategic and vital resource for nations, requires water diplomacy for the prevention, resolution and stabilization of conflicts related to it.


On the other hand, Dr. Morales explained that the concept of water diplomacy is a developing concept, so there is no common term, but that, nevertheless, in the international academy there has been an attempt to define this important concept.


In addition, during his presentation he also pointed out the differences that exist between Water Diplomacy and Transboundary Water Cooperation, the former being in political terms and negotiations, and the latter in technical terms and specialized studies.


In addition to the above, he clarified the international legal framework on transboundary water cooperation, through the explanation of the United Nations Convention on the Law of the Non-navigational Uses of International Watercourses of 1997.


It also released relevant data on Transboundary Water Cooperation.


For his part, he spoke about the origin of conflicts, pointing out that, according to UNESCO data, current inter-state conflicts take place mainly in the Middle East, Africa and Central Asia.


And finally, she highlighted the role of Diplomacy in the resolution of conflicts over water, in which Dr. Denisse Morales concluded that water is an important catalyst for peace and stability around the world.
