UN Releases Key Report on Security and Military Spending: Call for Global Diplomacy

Mexico City, September 17, 2025 — The United Nations officially launched the Secretary-General's report entitled "The Security We Need: Rebalancing Military Spending for a Sustainable and Peaceful Future." The document proposes a profound transformation in global priorities, urging states to reduce excessive military spending and redirect resources towards sustainable development, conflict prevention and multilateral diplomacy.
During the launch press conference, UN Secretary-General António Guterres was accompanied by Izumi Nakamitsu, High Representative for Disarmament Affairs, and Haoling Xu, Acting Administrator of UNDP. Together they stressed the urgency of strengthening international cooperation as a way to build lasting peace.
The report received individual proposals from specialists from various countries around the world, which enriched the analysis with regional and multidisciplinary perspectives. Among these contributions is the work of Mexican international security specialist PhD. Denisse Morales, who presented the article entitled "SDG Diplomacy: Strengthening Peace through International Cooperation." It should be noted that, in the section of individual presentations, Morales was the only Mexican to contribute to this global effort, which underscores the relevance of her perspective in the international debate on peace and security.
PhD. Morales' work is part of the 57 contributions received by the report, from member states – including Mexico – the academic world, civil society and other stakeholders, reflecting the inclusive and collaborative nature of this initiative.
PhD. Denisse Morales is president of the NGO Global Diplomacy Leadership, an organization dedicated to promoting multilateral diplomacy, disarmament and the fulfillment of the Sustainable Development Goals.
The report notes that the international community must consider a number of urgent measures, including: Prioritizing diplomacy, peaceful resolution of disputes, and confidence-building measures to address the underlying causes of rising military spending through 2030.
This launch marks the beginning of a global campaign to rethink security from a more humane, inclusive and diplomatic perspective.
